This could be a number of things.
The error you are seeing is the generic error message shown by DotNetNuke when you are not a superuser.
If you have access to the Admin Log Viewer, you should be able to get a full description of the error, which will be much more useful in trying to work out what the problem is.
If you can find that error information and post it, I should be able to help you fix the problem quickly.
