Hi, Not sure if this is what you're after but it's free and works independantly on your hosting: http://wordpress.org/ It's PHP not ASP, but maybe it will do the trick.

This site is a 'Community Server 1.1' install for ASP.NET, and includes blogs.
Try looking up http://www.communityserver.org/ for more details

That looks like a nice engine. I'm using BlogEngine.Net for some other blogs. I should point out that MS Access does not play very nicely in a multi-threaded environment, so you would need to very carefully control write access to the database file.
